West Hoe Cemetery - Guidance for Relatives and Visitors

The West Hoe Cemetery Regulations are laid down by the Management Committee. This extraction of the rules is for the guidance of Relatives and Visitors attending the graves in the cemetery. (A full list of rules is available upon request from the clerk).
The Management Committee is formed by Parish Councillors from both Bishops Waltham
and Swanmore Parish Councils, assisted by the Clerk to the Committee.
The Clerk has the authority to act for and on behalf of the Committee. All correspondence should be addressed to the clerk (above).


1. Memorials
a. Temporary grave markers are allowed for a maximum period of twelve months.
b. Only a Headstone or Cross to be placed at the head of the grave, or a flat stone slab
covering the grave will be permitted as a memorial.
c. The consent of the Clerk will be obtained before any memorial or vase is placed.
d. Proposed inscriptions to be placed on a new or existing memorial will require the consent
of the Clerk. Consent will be given only if the proposed memorial complies with the requirements laid down by the Committee.
e. The Committee will not be held responsible for the cost of the removal of any unauthorised Memorial. Payment of the appropriate fee as set out in the scale must be paid in advance.
f. No Memorial will exceed three feet in height, measured from ground level. Nor will it be
more than two feet wide and it should have a thickness of not less than three inches, but not more than six inches. The base will not exceed two feet wide and fifteen inches in depth.
A flat stone slab will be no more than two feet square.
g. Each Memorial will be firmly fixed in the ground on an approved foundation, which will be wholly below ground level. All stonemasons wishing to erect memorials shall register with
the Management Committee and submit full method statements of working practice.
h. Headstones and Crosses or slabs shall be constructed of Marble, Granite, Purbeck, Nabresina and Portland stone only.
i. No Memorial is to be removed from the Cemetery except with the express permission of
the Clerk.
j. The Management Committee cannot accept responsibility for damage to any Memorials unless a person acting in the employment of the Committee causes such damage.

2. Covering of graves
Following an interment the surface of the grave will be covered with turf within a three-month period. Graves will be returfed as required within the first year. No mound will be allowed.
The Groundsman will carry out turfing.

3. Garden of Rememberance
All plaques in the Garden of Remembrance area will be flat and of a standard size, that being 18 inches by 14 inches.
Regulations concerning materials and inscriptions shall apply as per section 1.
A single flower holder may be incorporated with the plaque and should be made from the
same material as the plaque.

4. Flowers
a. No flowers may be planted on any grave space.
b. Fading and wilted wreaths will be removed at the discretion of the Groundsman, under the authority of the Clerk.
c. If no Headstone incorporating a vase is erected, one flower vase will be allowed above ground level in the normal headstone position. Vases will be allowed when a plinth is incorporated in the Memorial at ground level. The plinth must not exceed the width of the memorial, nor project more than 12 inches from the base of the Memorial. Please note unsuitable flower containers, e.g. glass jars, will be removed by the Groundsman, as these
can pose a safety hazard. The Management Committee regrets that no responsibility can be accepted for the removal of flowers or vases.
d. Artificial flowers are permitted. However, the Management Committee reserves the right to ask for the removal of any flowers deemed inappropriate.

5. Donations
Families and Relatives are encouraged to contribute on a regular basis to the following funds: a. Cemetery Maintenance Fund (Details available from the Clerk).
b. Seating Fund (Details available from the Clerk).

6. Dogs
Dogs are not permitted within the confines of the Cemetery. Guide dogs, assistance dogs
and hearing dogs are exceptions to this rule.

7. Review of regulations
The Management Committee will review these regulations and charges annually, or as
deemed necessary.
